Can my sister and stepbrother get their children taken away from them?

CPS will investigate allegations of the 18 year old and if they are found to be true, then the other two children can be taken away. As for them kicking the 18 year old out, at age 18 she is considered an adult and they are under no legal obligation to continue to care for her.
