I need help finding a free site to find people on.?

Almost like a white pages. I've searched yahoo search, bing, and google. All of them want to charge. Does anyone know of a free site for this please? I am trying to surprise my boyfriend by getting him in touch with his stepbrother, whom he lost the number for him years ago. I'd be super thankful!
