German shepherds (Puppy)?

See if you have a German Shepherd club locally and join up. There you can take him to training and socialise him and it's good to talk to other German Shepherd owners for tips etc. If not, a regular obedience school is fine. It's really important to socialise your dog while he's young, so he grows up to be confident and therefore less likely to bite from fear. Also, it's best to start training him while he's young because within a couple of months he will be massive, like 20 - 30 kg massive, and if you think he's hard to control now just wait till he's big! It's normal for Shepherds to whine, though he should do it less as matures. It sounds like your pup has trust issues with your mum; I'm not sure how to solve that, but it would be a good idea to research training tips and such on the internet; dog forums are a good place to look. Good luck!
