When you say a dog is obedience trained, what skills does it have?

Obedience trained is basic manners. Everything Boots McGooch has written. But it doesn't include house breaking. Thats totally different training altogether. I mean, you can have an outside dog that is totally Obedeince trained but has never been house broken or house trained.
